What Is the Lanterman Act?

A Parent’s Guide to California’s Disability Rights Law

If you live in California and are raising a child with a developmental disability, the Lanterman Act is a law you should know about. It’s one of the strongest protections in the U.S. for people with disabilities — and it can open doors to support, services, and resources for your child.

What Is the Lanterman Act?

The Lanterman Act is a California state law that says people with developmental disabilities have the right to services and supports that help them live full, independent, and productive lives. This includes access to education, therapy, housing, job training, and more — based on each person’s unique

Who Qualifies?

Children and adults with developmental disabilities such as autism, intellectual disability, cerebral palsy, epilepsy, and similar conditions may qualify for services under the Lanterman Act. Eligibility is determined through Regional Centers, which are local agencies that coordinate support.

How Does It Help Families?

If your child qualifies, a Regional Center will work with you to create an Individual Program Plan (IPP) — a personalized plan that outlines the services your child needs. These might include ABA therapy, respite care, social skills training, and more.

The goal? To make sure your child has the chance to thrive at home, in school, and in the community.

Why It Matters

The Lanterman Act is about rights, not charity. It’s a promise from the state of California that people with disabilities deserve dignity, opportunity, and support — just like anyone else.
